EPC: An EPC contract is a turnkey solution typically used to undertake construction works on large-scale and complex infrastructure projects. Under an EPC contract, the owner hires the EPC contractor, who then supplies its own engineers, consultants, suppliers, and other contractors. With an EPC contract, the contractor takes full responsibility for the project, handling the design, procurement, construction, and commissioning.

EPCM: An EPCM contract is a type of EPC contract where the owner maintains more control of the project. The contractor manages the construction project, but only under the direction of the owner. With an EPCM contract, the owner is responsible for hiring suppliers, construction workers, and other contractors.

PBL: Performance Base Logistics (PBL) is a Defense contracting method that establishes what the user community determines is or are the primary operational needs, turns those into measurable performance factors, then tries to identify the best way to obtain the necessary performance.
